Recognition of Texas Computer Education Association (TCEA) District or Campus Administrator of the Year Finalist – Juan Orozco

Del Valle ISD’s Director of Instructional Technology, Juan Orozco, was recognized as a Texas Computer Education Association (TCEA) District Administrator of the Year finalist. Juan received a plaque and a $500 personal award from TCEA.

 

Consider and Act on Architect for Bond Planning Services

The Board approved O’Connell Robertson as the Architect for Bond Planning Services.

Bill Myers asked the board to consider and act on an Architect for Bond Planning Services.

On December 18, 2018, the Board approved the advertisement of a Request For Qualifications for an architect to lead a Bond Planning Committee. DVISD prepared the Request For Qualifications (RFQ) documents for this project and the project was advertised. RFQ’s were received and opened on Tuesday, January 15, 2018. The district received Four (4) responses to the RFQ.

The committee ranked the offers and recommended the district retains O’Connell Robertson as the firm to lead the bond planning services. Funds for this will be paid out of excess bond funds.

 

Review of Performance Based Monitoring Analysis System (PBMAS) Results

Dr. Annette Villerot and Ray Prentice presented the Review of Performance Based Monitoring Analysis System (PBMAS) Results.

The Program Based Monitoring Analysis System (PBMAS) fulfills a federal requirement that the State of Texas establish an evaluation system for educational programs. PBMAS allows for the review of sub-population performance data to determine if the district is closing gaps when compared to similar State performance data.

 

Review of Bilingual Update for 2018-2019

Dr. Annette Villerot and Ray Prentice presented to the Board a review of the Bilingual update for 2018-2019.

The Texas Education Agency requires an annual update of each district’s Bilingual and ESL programs for their Limited English Proficient (LEP) students. This update includes the LEP students’ English proficiency, programming, and status. The presentation included an overview of DVISD’s Dual Language Program and Secondary ESL Program.

 

Consider and Act on Revised School Calendar for 2019-2020 School Year

The Board approved the School Calendar for 2019-2020 School Year.

Dr. Annette Villerot and Ray Prentice asked the Board to consider and act on the School Calendar for 2019-2020 School Year.

At the January 15, 2019 Board meeting the Board of trustees approved the 2019-2020 academic school calendar. Prior to obtaining Board of trustee approval, feedback was solicited from the District Advisory Team, Del Valle ISD faculty, staff, and parents. After receiving this feedback, the calendar was modified due to the state’s change in the testing calendar.

The state has since changed the testing calendar again. The most recent change in the testing calendar will allow the district to return to the original calendar that was recommended by DVISD stakeholders. The newly revised calendar will reflect an early release day on April 9th and a holiday on April 10th .

 

 Consider and Act on 24:1 Student/Teacher Budget Ratio for Grades K-4 for 2019- 2020

The Board approved the 24:1 Student/Teacher Budget Ratio for Grades K-4 for 2019- 2020.

Dr. Tamey Williams-Hill asked the Board to consider and act on the 24:1 Student/Teacher Budget Ratio for Grades K-4 for 2019- 2020.

Administration recommends Board approval of a 24:1 student to teacher budget ratio for grades K-4 to enable staff to move forward for staffing elementary campuses for the 2019-2020 school year. The current law is 22:1 for K-4; however, as was approved in previous years, DVISD plans to submit a waiver to the Texas Education Agency, as necessary, for any sections that exceed 22:1 by October 2019.

For at least the past ten years, administration used the 24:1 “Budget Ratio” to project new teacher hires for the new school year in an effort not to over staff. Each new budget year, the Board approves and makes available additional teacher FTE’s to allocate to campuses with increased enrollment. Last year, we reduced the additional teacher FTE allocations for the 2018-2019 school year from 10 to five to meet the budget recommendations for that year. The district plans to keep the 5 FTEs for the 2019-2020 budget.

 

Consider and Act on Texas Education Agency Maximum Class Size Waiver

The Board approved the Texas Education Agency Maximum Class Size Waiver.

Dr. Tamey Williams-Hill asked the Board to consider and act on the Texas Education Agency Maximum Class Size Waiver.

A waiver must be submitted to the Texas Education Agency (TEA) for every kindergarten through fourth grade classroom in which the student-teacher class ratio is greater than 22:1. The waiver application for the 2018-2019 academic school year is available on the Texas Education Agency Login (TEAL).

At this time, Gilbert Elementary School has two first grade bilingual classrooms for which we will need to apply for a waiver. The number of students in each of the classrooms is twenty-three. The Departments of Human Resources and Curriculum and Instruction staff will continue to monitor classroom sizes and will continue to bring any new class size waiver updates to you as the school year continues.

 

Consider and Act on Visiting International Teacher Program – Travel to Madrid, Spain

The Board approved the Visiting International Teacher Program – Travel to Madrid, Spain.

Gabril Munoz asked the Board to consider and act on the Visiting International Teacher Program – Travel to Madrid, Spain.

The Department of Student and Staff Support Services was informed that Del Valle ISD has once again been selected for the 2019-2020 Visiting International Teacher Program through ESC Region 13 and the Ministry of Education in Spain. Del Valle Independent School District currently has twenty-three (23) teachers from the Visiting International Teacher Program.

The Texas-Spain Visiting International Teacher Program (VIT program) offers school districts and local education agencies a unique resource to supplement and enrich their overall instructional program. The district could potentially obtain between 7-10 certified bilingual teachers for the 2019-2020 school year through this partnership and 3-5 certified secondary level (hard-to-fill) teachers.

Selected teachers would commit to a three year placement in Del Valle I.S.D. with an optional fourth and fifth year at the discretion of the District.
